Col. Ray’s military journey began with his graduation from the prestigious United States Military Academy at West Point in 1943. His service during World War II marked the start of an illustrious career, defined by a commitment to education, professional development, and leadership. Col.


Ray continued to hone his expertise by graduating from the U.S. Army Command and Staff College in 1946, earning a master’s degree from New York University in 1948, and completing studies at the Industrial College of the Armed Forces in Washington, D.C., in 1965. His thirst for knowledge and dedication to his craft were evident in every step of his career.


One of the most significant chapters of Col. Ray’s life was his role as the project manager of the Enewetak Radiological Support Project. This mission was of critical importance, as it required the cleanup and rehabilitation of Enewetak Atoll, a site that had been used for nuclear testing. Col. Ray’s leadership was instrumental in ensuring the safety of the environment, the personnel involved, and future inhabitants of the atoll.


His expertise and guidance in providing scientific advice, radiological support, and technical direction were key to the successful completion of this complex mission. His work ensured that the radiological contamination was addressed effectively, protecting not only the atoll but also the health and safety of those who would one day live there.
